David is a former EPA and California regulatory agency official with over 40 years of experience in government, industry, consulting, and academia. He is recognized nationally and internationally as an expert in permitting, compliance management, and environmental policy development.
Dr. Morell is a lead ISO 14000 auditor and has helped implement compliance and management programs in a wide variety of industries. He has directed preparation of air quality plans and permits; developed hazardous waste management and source reduction programs; advised on environmental management systems and strategies; and directed public outreach programs. He formerly served as a senior official of the US Environmental Protection Agency both in Washington and San Francisco. As EPA’s first national director of wastewater discharge permits under NPDES, he was responsible for issuance of 20,000 permits to wastewater treatment plants under the 1972 Clean Water Act. He later directed the national Office of Transportation and Land Use Policy under the Clean Air Act. In the 1980s he served as Special Assistant to the EPA Region IX Administrator and then as Director of Policy for the California hazardous waste regulatory program
David served as senior consultant to the World Bank, US Agency for International Development and World Wildlife Fund/Conservation Foundation for projects in Mexico, Russia, and Thailand. Dr. Morell has taught graduate and undergraduate courses at Princeton; Stanford; University of California, Berkeley, Davis, and Santa Cruz; and at Mae Fah Luang University in northern Thailand. He is currently Board Member and Vice President of the Sonoma Ecology Center and co-founder and Board Member of the Sonoma Biochar Initiative.
