Dr. Richard J. Frankel, is a professional environmental engineer with over 30 years of experience in industrial environmental management and pollution control systems (air, water, and wastes), Cleaner Production, environmental compliance auditing, environmental monitoring, and environmental & social impact assessment. He has planned and directed capacity building programs on “sustainable development” for government officials and staff in the Ministry of Natural Resources and the Environment and in the Ministry of Industry & Commerce in Lao PDR, and is currently assisting the Ministry of Environment in Cambodia in drafting a new EIA Law.

Dr. Frankel has served for over 20 years as Managing Director of an engineering consulting firm engaged in the design, construction supervision, and monitoring of environmental control systems for commercial, institutional and industrial projects in Thailand. He continues to serve as a consultant for multinational firms and is currently the Environmental Auditor for the Lenders Technical Assistance Team overseeing the Nam Theun 2 and the Theun-Hinboun Hydropower Projects in Laos. Dr. Frankel is an Adjunct Professor at Mae Fah Luang University, Chiang Rai, Thailand, where he teaches courses in ESIA and Cleaner Technology, serves as Faculty Advisor on Ph.D. and M.S. thesis committees, and carries out research.
